Congress ended the replacement SNAP benefit program in December 2024. The best way to protect yourself against EBT theft is to call 1-888-328-2666 to change your PIN number before the start of each month.

Due to renovations the DSS Manchester office will be temporarily closed. A new temporary location opened Monday, Jan. 27 at 146 Hartford Road, Manchester. 

Wait times at the Waterbury Resource Center may be longer than usual due to renovations.

The Legal Unit

The attorneys in the DSS’ Legal Unit act as Hearing Officers for hearings that are mandated by statute for providers whose medical services are funded, in part, by Medicaid.  These hearings include the following types of hearings:

  • Audit appeals in accordance with section 17b-99(d) of the Connecticut General Statutes;
  • Rate appeals in accordance with section 17b-238(b) of the Connecticut General Statues;
  • Electronic Health Record Incentive Program appeals in accordance with section 17b-34 of the Connecticut General Statutes and section 17b-34-8 of the Regulations of Connecticut State Agencies;
  • Appeals of proposed penalties or recoupments by nursing homes in accordance with section 19a-537a(4) of the Connecticut General Statutes.

These hearings are held in accordance with the Uniform Administrative Procedure Act, Conn. Gen. Stat. §§ 4-166 to -181, inclusive, and any other specific provisions contained in applicable statutes and regulations.
