A notice about two Resource Centers.

Congress ended the replacement SNAP benefit program in December 2024. The best way to protect yourself against EBT theft is to call 1-888-328-2666 to change your PIN number before the start of each month.

Due to renovations the DSS Manchester office will be temporarily closed. A new temporary location opened Monday, Jan. 27 at 146 Hartford Road, Manchester.

Wait times at the Waterbury Resource Center may be longer than usual due to renovations.

We are still open to serve you. For additional assistance you can also call 1-855-626-6632 or visit connect.ct.gov. We apologize for the inconvenience.

Overview

Adopted as of July 1, 2013

Effective July 1, 2013, Sections 9 and 10 of Public Act 12-92, respectively amend Connecticut General Statutes (CGS) Sections 17b-10 and 17b-423. These sections require the Department of Social Services (DSS) to electronically submit certain new department operational policies to the Secretary of the State for posting online, before adopting them. The submitted policies will be posted on this page as they become available.

CGS Sections 17b-10 and 17b-423, as amended, also require DSS to post each new policy to its website. In addition, DSS must publish notice of intent to adopt the policy as regulation in the Connecticut Law Journal not later than 20 days after adopting the policy. CGS Sections 17b-10 and 17b-423, as amended, state that the noticed policy is valid until the time final regulations become effective.
