Congress ended the replacement SNAP benefit program in December 2024. The best way to protect yourself against EBT theft is to call 1-888-328-2666 to change your PIN number before the start of each month.

Due to renovations the DSS Manchester office will be temporarily closed. A new temporary location opened Monday, Jan. 27 at 146 Hartford Road, Manchester. 

Wait times at the Waterbury Resource Center may be longer than usual due to renovations.

How to Apply for Financial Assistance:

Completed applications can be dropped off at any DSS Resource Center or mailed to the following address:

How to Enroll in Direct Deposit:

Recipients of cash benefits can elect to have their benefits deposited onto their Electronic Benefits Transfer (EBT) card or have their benefits deposited directly into their bank account.

Direct Deposit is the safest way to receive your benefits.

To enroll in Direct Deposit:

  • Ensure the account you want to use is in your name
  • Complete the form W-682 (English) or W-682S (Spanish)
  • Mail the completed form, along with a voided check or bank statement to:

If submitting a bank statement, you must make sure the account number is clearly visible.

Generally, the Direct Deposit process can take up to two months to take effect. During that time you will continue to receive your cash benefits on your EBT card.

If you are currently enrolled in Direct Deposit and wish to opt out, you may do so at any time by sending us a written notice of your desire to cancel, mailed to the address above.
