Please be advised that the fuel delivery authorization deadline for the Connecticut Energy Assistance Program (CEAP) is being extended from Monday, March 16, 2020 to Wednesday, April 1, 2020. No additional deliveries will be authorized for clients who have exhausted their benefits for the program year.
To apply for the program, you’ll need to make an appointment with a Community Action Agency or affiliated organization in your area. Please scroll down for information about where to call and apply.

The Connecticut Energy Assistance Program (CEAP) is designed to help offset the winter heating costs of Connecticut's lower income households, specifically those households whose income falls at or below 60 percent of the state median income. CEAP is funded by the U.S. Department of Health and Human Services’ Low Income Home Energy Assistance Program (LIHEAP) Block Grant. The Connecticut Department of Social Services administers CEAP, in collaboration with its partners, Community Action Agencies across the state.

The Connecticut Energy Assistance Program (CEAP) is now open at community action agency sites around the state. The agency that serves your town can be located on the following chart below. Contact numbers for each agency will immediately follow.
You can also contact 2-1-1, United Way or the DSS Office of Community Services at 1-800-842-1132 for contact information on the intake site closest to where you reside. General information:
Winter heating assistance pays for a household’s primary heating source such as oil, natural gas, electricity, propane, kerosene, coal, wood and wood pellets on behalf of eligible households. The amount of heat assistance may not be sufficient to cover a household’s entire winter heating cost.
Homeowners and renters may apply.
Households eligible for the winter heating program may also be eligible to receive weatherization assistance. This can help conserve energy and lower heating bills.
The Connecticut Energy Assistance Program is administered by the Department of Social Services, and coordinated by regional Community Action Agencies, in cooperation with municipal and other non-profit human service agencies.
