Purpose: Competitive grant program to assist local and regional boards of education with the facilitation of the enrollment, attendance and success of homeless children and youth in schools through the availability of funds under the McKinney-Vento Homeless Assistance Act, 42 U.S.C. 11431 et seq.

The Individuals with Disabilities Education Act (IDEA) requires school districts to ensure the appointment of a surrogate parent when a child is identified as an unaccompanied homeless youth as defined in section 725(6) of the McKinney-Vento Homeless Assistance Act (42 U.S.C. 11434a(6)).
