Connecticut Medicaid Enterprise Technology System Program
(CT METS)
Key Outcomes and Dates
The CT METS Program is a two-phased, multi-year project that received Centers for Medicare and Medicaid Services (CMS) federal funding in July 2018 to support the work for the first phase of the Program.
Phase 1 Timeline:
Phase 1 kicks off in 2021 with three specialized contractors that will assist DSS to lay the foundation for the technology improvements. They will assess the current business processes and technologies that support the administration of the HUSKY Health program and subsequently make recommendations for improvement. Phase 1 work will culminate in a roadmap for a modular Medicaid Enterprise and a timeline for implementation.
Phase 2 Timeline:
Phase 2 launches in 2022, moving from the “as-is” business environment to the desired “to-be” environment with the expertise of the System Integrator (SI) contractor who will implement DSS-prioritized technical solutions reflected in the roadmap created during Phase 1. The systems integration will entail grouping related Medicaid functions into user-friendly technology modules, making for easier upgrading and replacement when needed and better ability to interconnect with other data systems both inside and outside of the agency. Phase 2 concludes with systems testing and training for those who will use the new systems.
