This unit is responsible for the management of the agency's finances, its procurement activities and the administration of various inmate services. Fiscal Services has a mandate to insure the prudent and responsible stewardship of state funds and actively promotes standardized business systems and procedures in accordance with departmental rules and regulations.
The unit's finance responsibilities include oversight of the Department's budget, which amounts to one of the largest among state agencies; and the administration of agency accounting functions, cash management and bond funds administration. The unit also maintains a fiscal analysis team which is responsible for conducting cost/benefit analyses on proposed agency initiatives and calculates/estimates the ROI of such endeavors. This unit also analyzes department consumption and expenditure patterns. Information gained through these efforts is used to drive agency decision making and fiscal policy.
The unit's procurement section prioritizes expenditures against limited funds and manages the agency's supply chain. Procurement functions include purchasing, accounts payables, contracts administration, warehousing, asset management and the administration of centralized transportation and communication services.
The unit also directs commissary operations, which permit the inmate population to purchase items not provided by the Department, and maintains an inmate account system that tracks personal funds for the offender use in commissary.
