Eligibility
Eligible Applicants
State Government and Tribal Governments are eligible to apply directly to the Federal Emergency Management Agency (FEMA) for Hazard Mitigation Grant Program (HMGP) funding. This usually occurs through the disaster recovery process.
Sub-Applicants
Some entities may apply through the state as sub-applicants if HMGP funding has been awarded to the state.
