Harbor Point is a multi-phased, mixed-use development located in five areas on a brownfield overlooking Stamford Harbor. The overall development consists of more than 6,000,000 square feet of floor space which includes 4,000 units of residential housing (including workforce housing), a new hotel complex as well as retail, office and commercial space. The project is a 10 minute walk from the Stamford Transportation Center (STC) and provides access to New York City via Amtrak or Metro-North Railroad for commuters into and out of Manhattan. Additionally, the STC is a key hub for the major bus lines that service the northeast corridor.

OBRD provided four $2,000,000 Targeted Brownfield Development Loans to Building and Land Technologies (BLT), its subsidiary, Harbor Point, LLC and several limited liability corporations. These funds were used to remediate contaminated soils and for public infrastructure investment. In addition, OBRD granted $1,000,000 to the South Western Regional Planning Agency (SWRPA) for additional brownfield remediation and site improvements. A $450,000 Municipal Pilot Grant was also provided to the City of Stamford for remediation of a 3.25-acre parcel as a public park.
