Employee Assistance Program Study for People with ID/DD and Other Disabilities 

DESCRIPTION: The State of Connecticut, Office of Policy and Management (hereinafter “OPM”, “Agency” or “State”), is seeking a proposer to work with the State to (1) identify and analyze existing employment assistance programs for persons with disabilities, including, but not limited to, persons with an intellectual or developmental disability or other disabilities, and the capacity of and demand for such programs, (2) recommend financial incentives for businesses to employ a greater number of such persons, and (3) create a workforce plan that incentivizes businesses to provide training programs, offer modified interviews to accommodate the needs of such persons and reserve market-rate, full-time jobs.  Such services are authorized in accordance with Public Act No. 23-137, Section 2.

Evaluation of Definitions of Intellectual & Developmental Disability & LON Tool

DESCRIPTION: The State of Connecticut, Office of Policy and Management (hereinafter OPM, Agency or State) is seeking a proposer to work with the State to evaluate the statutory definitions associated with intellectual disability and developmental disabilities (hereinafter “ID/DD”), including the use of Intelligence Quotient criteria for such definitions for eligibility determination, and to evaluate the level of need tool and best practices for ID/DD service delivery models pursuant to PA 23-137, Sec. 4. Work to be completed by the successful vendor will be used to inform recommendations to the Office of Policy and Management, the budgets of state agencies, and the joint standing committee on appropriations, education, human services, and public health of the Connecticut General Assembly. Such services are authorized in accordance with PA 23-137, Sec. 4.

Homemaker-Companion Oversight Study – Consultant Services

DESCRIPTION: The State of Connecticut, Office of Policy and Management (hereinafter OPM, Agency or State) isseeking a proposer to provide consultant services (may be an individual or organization) to work with the State for a period of approximately six months (approximately 2/1/24 – 7/31/24) to develop a plan pursuant to Public Act 23-48, Sec. 11, to transfer the responsibility for registration and oversight of homemaker-companion agencies, as defined in section 20-670 of the Connecticut General Statutes from the Department of Consumer Protection to the Department of Public Health. Such plan shall (1) provide a timeline for the proposed transition, and (2) include recommendations on appropriate training standards that (A) exemplify best practices for providing homemaker and companion services, as defined in section 20-670 of the Connecticut General Statutes, (B) provide instruction and specialized training benchmarks for the care of clients with Alzheimer's disease, dementia and other related conditions, and (C) ensure a high quality of care for homemaker-companion agency clients and may evaluate and make recommendations on the appropriate use of the term "care" in describing the services provided by homemaker-companion agencies and any limitations on the use of such term to ensure consumer clarity.  Work to be done by the consultant in this RFP will be used to develop a plan that the Secretary of OPM must submit to the joint standing committees on aging, general law and public health of the Connecticut General Assembly by August 1, 2024.
