On November 30, 2012, the motion of First Student, Inc. to intervene as a respondent was granted. On January 10, 2013, the motion of Jeff and Germaine Weston to intervene as respondents was granted. The caption of the case above has been amended accordingly.

     The matter was heard as a contested case on January 14, 2013, at which time the complainants and the respondents appeared and presented argument on the complaint. By letter dated January 17, 2013, the complainants stated that they wished to withdraw their complaint. The Commission takes administrative notice of such withdrawal.

     The Commission recommends the following orders on the basis of the record:

     1.  Based on the withdrawal of the complaint, the case is hereby dismissed.
