Traffic Signal System Replacement and Upgrade in Rocky Hill

The Connecticut Department of Transportation (Department) is announcing the start of work to replace and upgrade traffic signal systems at 19 state-owned intersections on Route 3, Route 99, and West Street (SSR 411) in Rocky Hill.  The project also includes the installation of fiber optic communications between the traffic signals and the Department's Newington Operations Center.

The purpose of the project is to replace and substantially improve antiquated traffic signal systems and components at the selected intersections to improve vehicle traffic flow, reduce stopping, reduce fuel consumption and emissions, improve travel times, and reduce the potential for motor vehicle and pedestrian related crashes. 

New equipment will include Computerized Traffic Signal System (CTSS) technology at all locations within the project limits.  CTSS works in a coordinated manner to adjust and adapt signal timing to real-time traffic conditions to most efficiently progress vehicles through multiple signals/intersections within the system.  Additionally, all pedestrian signal equipment will be upgraded and modernized with countdown signal heads and push buttons to comply with American’s with Disabilities Act requirements. 

Replacing and upgrading these intersections and the traffic signal equipment will provide real-time equipment status to field repair staff to improve response time for any outages or repairs, and will allow Department staff to monitor the corridor and adjust timing patterns for traffic diversions due to road/highway incidents, road work, weather and special events. 

DOT Project No. 0118-170 was awarded to Ducci Electrical Contractors, Inc. of Farmington, CT at a cost of $3,928,000.00 and is scheduled to be completed in February 2021.
