Public Information Meeting for Coordinated Traffic Signal System Replacements and Upgrades in Rocky Hill

The Connecticut Department of Transportation (Department) will conduct a public information meeting concerning the Coordinated Traffic Signal System (CTSS) Replacements and Upgrades at various intersections in the town of Rocky Hill on June 19, 2017, at 5:00 p.m. in Rocky Hill Town Hall, Council Chambers, 761 Old Main Street, Rocky Hill, Connecticut. The meeting will consist of an open forum for individual discussions at 5:00 p.m. with a formal presentation provided as an agenda item on the Rocky Hill Public Safety Committee meeting starting at 5:30 p.m.
The proposed project is identified as State Project No. 118-170.
This project is for the design of intersection improvements including the replacement and upgrade of traffic control signal and communications equipment to support traffic management.  In addition to the equipment upgrades and replacements, this project will evaluate and optimize signal timing plans and coordination to improve the efficiency of operations.

Engineering design of nineteen (19) state-owned coordinated intersections on Route 3, 411 and 99 are to be included in this project.

Intersections along Route 3 that are to be included are: 
• Inwood Road
• Brook Street
• Cold Spring Road
• Town Center West
• Route 411/France Street
• Route 160 (Elm Street)
• Route 160 (New Britain Ave)
The intersections along Route 411 that are to be included are: 
• Corporate Place
• I-91 SB Exit 23 off-ramp/on-ramp
• I-91 NB Exit 23 off-ramp/on-ramp
• Capital Boulevard
• Gilbert Avenue
• Driveways to State Research Lab and State Veteran's Hospital
• Route 99/Forest Street
The intersections along Route 99 that are to be included are: 
• Old Forge Road/Gorman Road
• School Street/Locust Drive
• Garden Street/Dividend Road
• Route 160 (Elm Street/Glastonbury Avenue)
There are right-of-way impacts associated with these proposed improvements including minor strip acquisitions. 
Construction for this project is anticipated to begin in the spring of 2019, based on the availability of funding.  The estimated construction cost for this project is approximately $6.5 to 8 million.  This project is anticipated to be undertaken with 80 percent (80%) federal funds and 20 percent (20%) state funds.
The public information meeting is being held to afford a full opportunity for public participation and to allow open discussion of any views and comments the community may have concerning this proposed project.
The meeting facility is ADA accessible.  Language assistance may be requested by contacting the Department’s Office of Communications at (860) 594-3062 at least five (5) business days prior to the meeting.  Persons with hearing and/or speech disabilities may dial 711 for Telecommunications Relay Service (TRS).  Language assistance is provided at no cost to the public and efforts will be made to respond to timely requests for assistance.
