The Commissioner of the Department of Energy and Environmental Protection (“DEEP”) hereby gives notice that a tentative determination has been reached to approve the following application. The Commissioner also intends to waive the requirement for public hearing pursuant to Section 22a-403 of the Connecticut General Statutes provided that a hearing may be held if the Commissioner determines that the public interest will best be served thereby, or shall hold a hearing upon receipt of a petition as more thoroughly described below.

Project Description:Repair/Modify an existing dam                                                                                 

Project Location:Approximately 600 feet southeast of the intersection of North St. and Edgewater Dr. in Wolcott, CT.

Water(s): Cedar Swamp Pond and Mad River

REGULATORY CONDITIONS
The proposed activity includes the following: installing a new 36-inch ductile iron pipe within the existing stone culvert located at the left side of the dam; installing a new precast concrete box culvert near the center of the dam that would function as an auxiliary spillway; installing additional 12-inch PVC pipe to extend the low level outlet; flattening the downstream slope; installing new toe drains & cleanouts to address the seepage problem; placing new riprap for preformed scour holes; installing articulated concrete blocks to function as the chute downstream of the new box culvert; and constructing a concrete sidewalk on the southern side of North Street, which functions as the crest of dam. The activities may affect Cedar Swamp Pond and Mad River.

Before making a final decision on this application, the Commissioner shall consider written comments on the application from interested persons. Petitions shall be signed by at least twenty five persons and should include the application number noted above and also identify a contact person to receive notifications. Petitions may also identify a person who is authorized to engage in discussions regarding the application and, if resolution is reached, withdraw the petition.
