Department of Consumer Protection Calls for Complaints Regarding a Home Improvement Contractor

Consumers who have done business with or been contacted by CT Heat Pros should contact the department immediately.

 

July 23, 2021 — The Department of Consumer Protection (DCP) is requesting complaints or information from consumers who may have done business or otherwise interacted with a Home Improvement Contractor named Justin Lanno, of Danielson, Conn. And his business, CT Heat Pros LLC.

Lanno, who is a registered home improvement contractor, is not licensed to perform any occupational work, such as heating, piping, cooling, duct or sheet metal work.

DCP has received 27 complaints about Lanno and CT Heat Pros LLC since January, alleging improper or incomplete installations of heating and cooling units, new heating installations causing issues with existing cooling systems, associated piping water leaks, duct work that is undersized for the space, shoddy workmanship, instances of work where no permits were obtained, unreturned phone calls, missed appointments, and unanswered requests for refunds.

DCP is seeking additional information about Lanno’s activities to supplement our ongoing investigation.

Based upon complaints, CT Heat Pros LLC and Justin Lanno are known to perform work in these towns:  Canterbury, Central Village, Colchester, Coventry, Danielson, Dayville, Groton, Killingly, Middletown, Norwich, Lisbon, Plainfield, Preston, Putnam, Southington and Sterling.

“One of our goals at DCP is to protect consumers as well as those businesses that do the right thing,” said DCP Commissioner Michelle H. Seagull. “That’s why we’re asking the public for information as we continue to gather facts in our ongoing investigation into Lanno’s business practices. It’s also important for consumers to know that complex work like heating and cooling systems, plumbing and electrical work, should only be completed by licensed and trained journeypersons.”

Before hiring a business for any type of work on your home, consumers should be aware that:

  • Every person doing the installation of the heating, piping, cooling, and duct work must be licensed through DCP, after successfully passing their occupational licensing examination.
  • Home Improvement Contractors are extremely limited in the scope of work they can complete.
  • Consumers can request to see the licenses and apprenticeship cards of the installers at their home.
  • To ensure proper installation of the systems, good workmanship and code compliance for the installation: A permit must be obtained from the local municipal building department before any work is started in the home or on the property. Once the permit is obtained, the work can proceed.
