*Please note no form or application is required in order to speak during the public comment portion of the public hearing. However, persons who wish to become a party or intervenor must file with the Council in order for the Council to consider such a request. Parties and intervenors present their case during the evidentiary portion of the public hearing and are not permitted to speak during the public comment portion of the hearing.
