BOARD OF FIREARMS PERMIT EXAMINERS

Call to Order
Chairman Frank P. Blando called the meeting to order at 10:00am.
Chairman Blando read the Introductory Statement and called the roll call. Ten appellants were present, three appellants failed to appear. The State Issuing Authority and ten local Issuing Authorities were present.
Board Members Present: Chairman Frank P. Blando, Esq., Dr. Cynthia Conrad, Carolyn Futtner Esq., Gudrun Johnson, Peter Kuck, and Chief Carl Rosensweig.
Board Members Absent: Secretary Col. Kyle Overturf and Atty. Anthony Iaconis
Chairman Frank P. Blando administered the oath to all witnesses.
Hearings: Thirteen cases were heard in the following order:
1) Case No. 18-252-R, involving the revocation of a pistol permit to carry pistols and revolvers. The appellant appeared on his own behalf but after making an agreement departed the hearing. Atty. Jay DonFrancisco represented the State Issuing Authority, Commissioner James C. Rovella, Department of Emergency Services and Public Protection.
Agreement: The appellant withdrew his case and the state reinstated his permit at the hearing.
2) Case No. 19-445-D, involving the denial of a temporary pistol permit to carry pistols and revolvers. The appellant appeared on his own behalf. Det. Sgt. Stanley Pliszka represented the Local Issuing Authority, Chief John Karajanis, West Haven Police Department.
Motion: Chief Carl Rosensweig made a motion for the Local Issuing Authority. Motion was seconded by Board Member Johnson, motion passed unanimously.
3) Case No. 19-489-D, involving the denial of a temporary pistol permit to carry pistols and revolvers. The appellant appeared on his own behalf with one witness. Lt. Kris Hormuth represented the Local Issuing Authority, Chief Kevin Halloran, Branford Police Department.
Withdrawn: The appellant withdrew his case.
4) Case No. 19-446-D, involving the denial of a temporary pistol permit to carry pistols and revolvers. The appellant appeared on his own behalf. Ofc. Luis Rivera was present for the local Issuing Authority, Chief Otoniel Reyes, New Haven Police Department.
Withdrawn: The appellant withdrew his case.
5) Case No. 19-456-D, involving the denial of a temporary pistol permit to carry pistols and revolvers. The appellant appeared on his own behalf. Sgt. Steven Krzanowski was present for the local Issuing Authority, Chief William Baldwin, Torrington Police Department.
Continued: This case was continued until September 19, 2019.
6) Case No. 19-496-D, involving the denial of a temporary pistol permit to carry pistols and revolvers. The appellant failed to appear. Det. Cory Caserta was present for the local Issuing Authority, Chief Jonathan Fontneau, Stamford Police Department.
Motion: Chief Carl Rosensweig made a motion for the Local Issuing Authority, by default, due to the appellant failing to appear. Motion was seconded by Board Member Johnson, motion passed unanimously.
7) Case No. 18-669-D, involving the denial of a temporary pistol permit to carry pistols and revolvers. The appellant failed to appear. TFC Collin Konow was present for the local Issuing Authority, First Selectman Betsy Petrie, Town of Lebanon.
Motion: Chief Carl Rosensweig made a motion for the Local Issuing Authority. Motion was seconded by Board Member Johnson, motion passed unanimously.
8) Case No. 18-405-R, involving the revocation of a pistol permit to carry pistols and revolvers. The appellant failed to appear. Atty. Jay DonFransisco represented the State Issuing Authority, Commissioner James C. Rovella, Department of Emergency Services and Public Protection with one witness.
Motion: Chief Carl Rosensweig made a motion for the State Issuing Authority, by default, due to the appellant failing to appear. Motion was seconded by Board Member Kuck, motion passed unanimously.
9) Case No. 19-401-D, involving the denial of a temporary pistol permit to carry pistols and revolvers. The appellant failed to appear. Sgt. Steven Paulson was present for the local Issuing Authority, Chief Ed Lennon, East Haven Police Department.
Motion: Board member Kuck made a motion for the Local Issuing Authority, by default, due to the appellant failing to appear. Motion was seconded by Board Member Johnson, motion passed unanimously.
10) Case No. 18-269-R, involving the revocation of a pistol permit to carry pistols and revolvers. The appellant appeared on his own behalf. Atty. Jay DonFransisco represented the State Issuing Authority, Commissioner James C. Rovella, Department of Emergency Services and Public Protection with one witness.
Decision: By a unanimous decision, the Board voted to uphold the decision of the State Issuing Authority, the denial of the pistol permit.
11) Case No. 19-334-D, involving the denial of a temporary pistol permit to carry pistols and revolvers. The appellant appeared on his own behalf. Det. Joseph Legen appeared for the local Issuing Authority, Chief Joseph McNeil, Stratford Police Department.
Decision: By a unanimous decision, the Board voted in favor of the appellant and ordered Stratford to issue the permit.
12) Case No. 19-368-D, involving the denial of a temporary pistol permit to carry pistols and revolvers. The appellant appeared on his own behalf. Lt. John Bucherati appeared for the local Issuing Authority, Chief Christopher Lyddy, Fairfield Police Department.
Decision: By a unanimous decision, the Board voted in favor of the appellant and ordered Fairfield to issue the permit.
13) Case No. 18-195-D, involving the denial of a temporary pistol permit to carry pistols and revolvers. The appellant was represented by Mark G. Ouellette, Esq. Lt. John Carrol represented the local Issuing Authority, Chief John Gavallas, Watertown Police Department.
Withdrawn: The appellant withdrew his case.
Secretary’s Report:
Board member Johnson made a motion to accept the minutes from August 1, 2019, seconded by Chief Rosensweig, motion carried.

Adjournment: Board member Kuck made a motion to adjourn. Seconded by Board member Johnson, motion carried. Meeting ended at 12:10pm.
