BOARD OF FIREARMS PERMIT EXAMINERS

Call to Order
Chairman Frank P. Blando called the meeting to order at 10:00am.
Chairman Blando read the Introductory Statement and called the roll call. Five appellants were present, two appellant failed to appear. The State Issuing Authority and four local Issuing Authorities were present.
Board Members Present: Chairman Frank P. Blando, Esq., Secretary Col. Kyle Overturf, Carolyn Futtner, Esq., Chief Carl Rosensweig, , Dr. William Sledge, Ms. Gudrun Johnson and Mr. M. Peter Kuck.
Board Members Absent: None
Chairman Frank P. Blando administered the oath to all witnesses.
Hearings: Seven cases were heard in the following order:
1) Case No. 17-735-R, involving the revocation of a pistol permit to carry pistols and revolvers. The appellant appeared on his own behalf. Sgt. Alex Giannone represented the State Issuing Authority, Commissioner Dora B. Schriro, Department of Emergency Services and Public Protection.
Withdrew: Appellant withdrew his case
2) Case No. 17-548-D, involving the denial of a temporary pistol permit to carry pistols and revolvers. The appellant was represented by Ralph D. Sherman, Esq. Captain Marsthner represented the local Issuing Authority, Chief Keith Mello, Milford Police Department.
Continuance: Attorney Ralph Sherman asked for a continuance due to insufficient time. Case was continued until January 24, 2019.
3) Case No. 17-692-D, involving the denial of a temporary pistol permit to carry pistols and revolvers. The appellant appeared on his own behalf. Chief John Rich represented the local Issuing Authority, Chief John Rich, Ledyard Police Department with 3 witnesses
Decision: By a unanimous decision, the Board voted to uphold the decision of the Local Issuing Authority, the denial of the pistol permit.
4) Case No. 17-725-R, involving the revocation of a pistol permit to carry pistols and revolvers. The appellant was represented by Michael A. Jefferson, Esq. Sgt. Alex Giannone represented the State Issuing Authority, Commissioner Dora B. Schriro, Department of Emergency Services and Public Protection.
Marked Off: The State agreed to reissue the permit on June 24, 2019 after the appellants probation time has expired as long as no adverse behavior has occurred.
5) Case No. 17-763-D, involving the denial of a temporary pistol permit to carry pistols and revolvers. The appellant failed to appear. Lt. Hormuth appeared for the local Issuing Authority, Chief Kevin Halloran, Branford Police Department.
Motion: Secretary Col. Overturf made a motion for the Local Issuing Authority, by default, due to the appellant failing to appear. Motion was seconded by Board Member Kuck, motion passed unanimously.
6) Case No. 17-469-D, involving the denial of a temporary pistol permit to carry pistols and revolvers. The appellant failed to appear. First Selectman Ken Beausoleil was present for the local Issuing Authority, First Selectman Ken Beausoleil, Town of Thompson.
Motion: Secretary Col. Overturf made a motion for the Local Issuing Authority, by default, due to the appellant failing to appear. Motion was seconded by Board Member Johnson, motion passed unanimously.
7) Case No. 17-729-R, involving the revocation of a pistol permit to carry pistols and revolvers. The appellant appeared on his own behalf. Sgt. Alex Giannone represented the State Issuing Authority, Commissioner Dora B. Schriro, Department of Emergency Services and Public Protection with one witness
Decision: By a unanimous decision, the Board voted to uphold the decision of the State Issuing Authority, the revocation of the pistol permit.
Secretary’s Report:
Board Secretary Overturf made a motion to approve the minutes of November 1, 2018 seconded by Dr. Sledge, motion carried. Motion made by Chairman Blando to amend the November 1, 2018 seconded by Mr. Kuck.
Adjournment: Board member Dr. Sledge made a motion to adjourn, seconded by Ms. Johnson, motion carried unanimously. Meeting ended at 12:35pm.
